Recruiting Regulations

 1.      Program Introduction

The Tsinghua University – Paul H. Nitze School of Advanced International Studies (SAIS), Johns Hopkins University Dual Degree Master’s Program is the first dual-degree master’s program focused on global politics and economics run cooperatively by Chinese and U.S. institutions of higher education. As an opportunity for students to develop a sophisticated understanding of international affairs and law, the curriculum emphasizes interdisciplinary breadth, a solid foundation in economics, and rigorous understanding of key world regions. After graduation, students will be familiar with Sino-U.S. political and economic systems, gain in-depth knowledge of various parts of the world, and grasp advanced analytical techniques. They will be prepared to actively participate in global governance, while at the same time contributing significantly towards country-level development.

After fulfilling the degree requirements of both universities, students will be granted two master’s degrees, a Master of Law degree from Tsinghua University’s Law School and a Master of Arts degree from Johns Hopkins University’s SAIS.

ABOUT TSINGHUA

DISTINGUISHED FACULTY

China’s leading scholar in international relations, Professor Yan Xuetong, is the first director of the dual degree program for Tsinghua. The program also plans to endow leading Tsinghua scholars from related fields as chair professors. The professors will interact with students to provide teaching and research advice on high priority issues mutually faced by the United States and China.

ALUMNI NETWORK

The program aims to construct a strong alumni network. Graduates and current students will share resources and maintain mutually beneficial connections throughout their careers. In particular, the numerous Tsinghua and SAIS alumni that work and reside around the world will be valuable resources.

CAREER DEVELOPMENT

Through excellent academic training and professional preparation, students of the program will be well-positioned to transition into careers in international and domestic governance. They will actively participate in policy analysis, design, and implementation at the global level.


FIRST COHORTS

Since 2015 the program has enrolled 104 students in total, 55 Chinese and 51 International students respectively. These students are an impressive group. Several students graduated top in their class from elite universities and/or have extensive work experience from influential institutions, including the World Bank, the US government, the Clinton Global Initiative and others. Some students have already published several commentaries on issues of current foreign affairs and others placed well in academic competitions.

2.      Recruiting Process

The dual degree program is open to both Chinese and non-Chinese students. There are two rounds of recruitment. The first round runs from August 1, 2020 to September 1, 2020. Only applicants from China (nationality on passport, including students from Hong Kong, Macau and Taiwan) will be reviewed during this round (see here). The second round, which is for international applicants, opens in October 2020 and will be conducted in accordance with the regular SAIS admissions schedule for M.A. and dual degree students.

3.      Application

(1) Qualification of Applicants

Applicants for TSDM program should have a bachelor’s degree.

2How to Apply

Applicants will apply to both institutions separately and concurrently. They will be evaluated for admissions by each institution based on their respective requirements and criteria. For administrative identification purposes, applicants for the dual degree program will be requested to indicate their intentions clearly on their applications to both institutions.

To start your application for Tsinghua, applicants should complete the Online Application on the website of the THU Graduate Programs Application System for International Students during the designated THU application period. Applicants should fill in the application information online, upload the application documents listed below to the Online Application System, and pay the application fee online at the time of submission.

Please upload all the listed documents below to the application system:

Ø Personal statement. Master's degree program applicants should submit a Personal Statement. (The Personal Statement should be filled out in accordance with the requirements of university template). Click here for the template.

Ø Curriculum Vitae

Ø Degree certificate. Master’s degree program applicants should submit a bachelor’s degree certificate. Applicants who will not graduate before the application deadline shall provide the expected graduation certificate first, and the degree diploma must be submitted before registration. (Applicants who have graduated are recommended to provide a certified copy or an authentication of the degree diploma at the same time. The certified copy / authentication and the original degree diploma should be combined into one PDF file and uploaded to the application system.) Ø Academic transcript. Master’s degree program applicants should submit an academic transcript of undergraduate study. Applicants who will not graduate before the application deadline shall provide their current academic transcript. In this case,the completed academic transcript must be submitted before registration.

Ø Two online academic recommendation letters from scholars who have the title of associate professor or higher, or senior professionals in a related academic field. Please follow the instructions on the online system for submission of online recommendation letters or upload the recommendation letters signed by references .

Ø Passport personal information page (personal and ordinary passport). (According to Article 3 of the Nationality Law of the People's Republic of China, any individual who was a Chinese national and then acquired a foreign nationality shall provide a Certificate of Cancellation of Chinese Household registration issued by the police station where the original household registration is located. )


Application Remarks

Ø Applicants are required to submit scanned images of all required documents at the time of application. All uploaded documents should be in Chinese or in English; otherwise notarial translations in Chinese or English are required. Once translated, the original documents and certified translations are to be submitted together to the application system.

Ø Please scan the original or notarial application documents in color using a scanner. Documents images captured by mobile phone or camera are not acceptable. Copies are also not acceptable.

Ø The application fee must be paid at the time the application is submitted. (It cannot be covered by the Chinese Government Scholarship). Please apply online and pay the application fee in a safe place. THU is not responsible for any losses caused by your own operation errors or the leakage of your online payment account and password. Please consider carefully before paying the application fee online. If you cannot finish the application due to various reasons, the paid application fee will not be refunded. Regardless of whether the application is successful or not, the application fee is not refundable.

Ø Applications with incomplete documents or without application fee payment will not be processed.

Ø THU has the right to require applicants to provide original/notarized copies of application materials or certification documents issued by a designated certification body for further inspection.

Ø As some countries' higher education systems are very different from the Chinese system, applicants from different education systems should refer to THU’s online application website for reference. Click here

Ø None of the above application documents will be returned.

Ø If the higher-level department issues a new policy, THU will make corresponding adjustments.

Ø Applicants must ensure that the application information and application materials provided are true and accurate. If the admissions unit or certification department verifies that anything in the application is not true, the application, admission or study qualification will be cancelled.

Ø Applicants who are found to be in breach of academic ethics, professional ethics, honesty and trustworthiness, etc., will not be admitted or admission/study qualification will be cancelled after this breach has been verified.

Ø The relevant information, documents and messages that the THU Graduate Admissions Office and relevant departments / schools publish or send to applicants through websites, phone calls, emails, text messages, etc. are deemed to have been delivered. All consequences caused by the applicant’s personal negligence and other reasons shall be borne by the applicant himself/herself.

4.      Admission

The program will accept up to 30 students each year, 15 Chinese students and 15 international (non-Chinese) students. Non-Chinese Applicants must have passports.

Students admitted by both institutions concurrently are considered dual degree candidates once they present a copy of their admission letters to the partner institutions.  

Offers of admission to Tsinghua and SAIS are contingent upon applicants having successfully completed an accredited undergraduate degree and submitting an official, final transcript to each university. Additionally, admitted students must complete principles-level courses in microeconomics and macroeconomics with a B- or higher prior to matriculating at SAIS. Other conditions and requirements, such as additional English preparation, may be added to admission notices.


5.      Academic Environment

The entire program will be taught in English.

Generally, students will require five semesters to complete the program, with the first two semesters spent in Beijing at Tsinghua University, and the next three semesters spent in Washington D.C. at SAIS. Students can choose to extend their studies by a single semester at either Tsinghua University or SAIS.

Courses at Tsinghua will be specifically designed to provide policy perspectives on global challenges in the fields of environment, energy, development, security, and migration.

The SAIS M.A. requires students to complete all of the regular SAIS graduation requirements including a self-selected concentration, an international economics concentration, a quantitative methods requirement, two core courses/exams, the language proficiency exam, and an oral or capstone project


6.      Tuition Fees

The application fee is 800 RMB (non-refundable). At Tsinghua University, mainland Chinese students will pay 8,000 RMB per year, while non-Chinese students will pay 30,000 RMB per year. Accidental Injury and Hospitalization Insurance: RMB 800/year While at SAIS, both Chinese and non-Chinese students will pay the standard SAIS tuition fees.

7.      Accreditation

In accordance with Tsinghua University and SAIS academic accreditation regulations, students must complete their education plans and fulfill the requirements for both degrees at both universities, after which they will be granted two masters degrees, a Master of Law degree from Tsinghua University’s Law School and a Master of Arts degree from Johns Hopkins University and SAIS.
