Tsinghua University Department of International Relations Students Committee Work Regulations

(Amended and adopted on Students Committee Meeting on December 1, 2012)

 

I. General rules

1. Name: Tsinghua University International Relations Department Students committee

2. Nature of Organization: Independent service and management of IR students, working under the guidance of Students’ Working Group.

3. Working Motto: “Dedicated, Responsible and Enthusiastic”.

II. Committee elections

4. Committee elections must follow the "voluntary, equality, openness, fairness and justice" principle, and organized by a democratic elections procedure.

5. Committee Member’s required qualification: bachelor/master/ PhD degree holding international student of IR Department with good moral qualities, strong sense of responsibility, helpful and dedicated to his work, with ability to unite students and respect teachers.

6. Students Committee elections work

6.1 Determine/Select the candidates

Candidates include: undergraduate, graduate and Ph.D. students of IR Department. Students Committee is in charge of informing all IR Department students about coming General Elections in advance (two weeks before). Candidates will be determined by two ways – voluntary registration and recommendation by students, and posted before elections.

6.2 Meeting for General Elections

6.2.1 Every year in late November and early December Students Committee will hold general elections. Meeting for general elections is organized by Electoral Commission, which is consisted of students working group (which is responsible for all organization of elections) and all current members of Students Committee. Dean of IR Department will attend the meeting and give a speech; participation of all students is required, except for approved absence.

6.2.2 The newly elected Students Committee is consisted of 7 people  including undergraduate students, graduate students from both English and Chinese programs, and Ph.D. students. 

6.2.3 According to languages – Chinese and English, General elections are divided into two constituencies, and are held separately. Chinese constituency is formed by all of the Chinese language program undergraduate, graduate and Ph.D. students of IR Department; English constituency is composed of graduate students from English program. Due to proportion Chinese constituency elects 5 members and English constituency – 2 members.

6.3 Electoral process

The host announces the list of candidates, than announces list of ticket-readers, scrutineers, tellers, to the public; Speech of candidates (3 minutes per person); Distribute, fill and collect the ballot paper;

Reading, writing and counting votes (in a public manner, usually one person counts, one announces, and one records on the blackboard);

According to the order the host announces new Committee members;

Elected Committee members give a speech (each person 1 minute); group photo.

6.4 New Students Committee’s first working meeting must be held in one week time after elections, where new president, vice-president and Committee member’s duty/obligations will be determined through common discussion and consultation. Students Committee members include: president – 1, vice-president – 2, Academic Representative –1, Student Welfare Representative –1, Culture and Arts Representative – 1, Sporting Events Representative– 1.

6.5 Students working group will announce to all Faculty members (Students and teachers) a new list of Students Committee members and duties, and hand a report to the Department Office.

6.6 Every Student’s Committee term starts from the day they are elected and lasts for 1 year, and cannot be re-elected.

III. Work functions

7. Main Mission of the Student’s Committee: serve/help students of IR Department, organize academic exchange/communication, Cultural and sports activities and activities beneficial for students' physical and mental health.

8. The Students Committee is responsible for all faculty students and faculty working group, and should be able to work hard during the process of completion of their studies.

9. Specific functions of Committee members are following:

9.1 Committee President takes overall responsibility for the work of the Students Committee.

Main duties include: Lead the Committee in implementing Department’s requirements and regulations, convene working meetings for discussion the organization or the work; draft or revise Students Committee’s statute; to inquire about classmates’ study and life requirements and suggestions, and report those in time to faculty and students working group; Plan and organize different academic activities; Leadership, supervision class committee members work; Members not fulfilling their duties or unable to perform their functions can be recommended for removal/recall/expel.

9.2 Vice- president assists president in management of the committee. Main duties include: help president to formulate work plan, plan cultural, sport and extracurricular activities within the class; host/take charge of experience sharing sessions for graduates, and hand in draft of written report to the faculty working group’s person in charge. Temporarily take the president’s duties, when president for some reasons is absent or cannot preside over committee.

9.3 Study (Academic activities) sector representative is responsible for organization and coordination of students’ academic exchange and communication. Main duties: reflect students’ requests and suggestions in study process to course teachers and supervisors; host “(Post-)Graduate Students Forum”, and hand in draft of written summary about “Forum (conference)” to the faculty working group’s person in charge at the end of each semester; launch academic exchange work between students of IR Department and other Schools and Departments, assist in academic lectures and conferences organized within faculty, etc. One Ph.D committee member is to organize “Ph.D. Students Forum” and hand in draft of written summary about “Forum (conference)” to the faculty working group’s person in charge at the end of each semester.

9.4 Life (spring-autumn outings) sector representative is responsible for organizing outings and other extra-curricular activities. Main duties: every year organize 1-2 times outing activities, and hand in draft of written report about activity to the faculty working group’s person in charge; assist in logistical preparations for important events organized by Students Committee; assist Department in ‘Summer social practice and professional internship work’.

9.5 Cultural sector representative is responsible for organization of cultural and entertainment activities. Main duties: take part in planning and organization of Faculty festivities, arrange performance program and etc, hand in draft of written report about activity to the faculty working group’s person in charge.

9.6 Sport sector representative is responsible for organization of sport events and activities. Main duties: organize 1-2 sport events/competition, and hand in draft of written report about activity to the faculty working group’s person in charge.

9.7 Based on the noted duties, the committee can flexibly organize small scale activities to promote exchange and friendship among students. Committee members should help and complement each other during work.

IV.Working Process

The Students Committee work and activities should follow a certain process. In case of emergency or special circumstances a member can be allowed to reduce part of the working process, but one must report it to president or person in charge of working group. The main working process is following:

Working meeting process: Class committee shall meet at least twice each semester for regular working meetings; in the beginning of the semester plan and arrange work for the semester; in the end of semester summarize the work had been done and discuss the work for the next semester. On every working meeting there must be a teacher from students working group. Generally president can hold temporary work meeting according the activities and work intensity.

11.  Run activities process: :Committee planning activity → determining a person in charge of the activity → get the approval of students working group → officially organize work and activity → write a report of important events and activities and send it to the faculty working group’s person in charge, submit digital photos and related information to the Department Office.

12. Funding process:  Students committee must submit the budget amount of the activity or event for approval of responsible working group → receive cash in advance at the Department Office → after activity/event finished, account for an amount if expenses by presenting invoice/receipt to the Department Office.

V.Annex

13. The Statute is implemented since the day of promulgation. Revision of specific content can be done according to need, only with Students Committee and Working group’s agreement.

14. Tsinghua University Department of International Relations Working Group and the Students Committee have the final say on statutes and provisions.
